On August 4, 2011, the FCC adopted new rules to encourage the use of local telephone numbers for VRS and IP Relay and, at the same time, to ensure that the deaf and hard-of-hearing community has the same kind of access to toll-free telephone numbers enjoyed by the hearing community. The new rules became effective on November 22, 2011, and the one year transition period will end on November 21, 2012.
